Nogales Community Development is an organization of business owners committed to the revitalization of Nogales. We live and work here, and we support a comprehensive, incremental approach to creating long-term economic growth, fostering pride in the central business district while preserving the unique heritage, culture and attributes of Nogales.

We try to strengthen and improve Downtown Nogales as a vibrant, viable commercial core. We are expanding downtown activities, programs and businesses to help diversify the district’s consumer and economic base. We are improving the downtown physical infrastructure and enhancing the image of the downtown area as a unique urban and international experience.

Nogales Historic Main Street Program

NCD’s roots go back over decade when a group of business owners organized Nogales Main Street to revitalize and introduce diversity to the downtown district. Since then, our organization has brought over $3 million in federal, state, local and private funds to the community. In response to our Historic Main Street initiative, eight business and building owners have personally invested more than $2 million in improvements to their properties.


Nogales Community Development Corporation

In 2003, we realized that to achieve our goals, we also needed to create more opportunities for small businesses and enhance the lives of residents living in downtown Nogales. That’s when Nogales Community Development was born. The Nogales Community Development Corporation offers a variety of programs to help the individual and small business in this community. With programs such as Individual Development Accounts (IDA), small business loans, a Business Resource Center, and the Morley Avenue Entrepreneurial Development Area, NCD is able to integrate programs that reach out to many individuals and small businesses in the community and guide them towards success.

Historic Hotel Converted to Senior Housing in Downtown Nogales

Bowman Senior Residences opened in March of 2016. It is a Senior 62 and older community. The project preserved the exterior façades of the historic Bowman Hotel. We are located in downtown Nogales close to shopping centers and restaurants. Bowman Senior Residences is a 48 unit community consisting of one bedroom one bath apartments for low-income seniors. All 48 units are designed with universal principles for accessibility. We have on site nutrition information programs, weekly transportation services, wellness classes, health screenings, and social activities. Our amenities include a multipurpose room, computer lab, library, community kitchen, lounge area, and fitness center.
